President Donald Trump is again promoting his proposal to send $5,000 payments to every adult American citizen if Republicans maintain control of both the House and Senate after the November midterm elections.

Speaking Sunday, Trump said tariff revenue would provide the money for what he has called a national “dividend,” arguing that the United States is collecting enough revenue from tariffs to finance the payments.

“We’re taking in hundreds of billions of dollars of profits,” Trump said. “It’s one of the reasons I can offer, if Republicans win the House and the Senate, $5,000 to every adult.”

Fox Business reported Monday that Trump is standing firmly behind the proposal and saying the country can “easily” afford the estimated cost.

Trump Ties the Payments Directly to the Midterm Elections

The proposal comes with a clear political condition: Republicans must keep control of both chambers of Congress.

Trump originally announced the idea earlier this month and has repeated it several times since then, including during an interview with Fox News’ “The Ingraham Angle.”

The president argues that tariffs are generating large amounts of federal revenue and that part of that money should be returned directly to Americans.

He has also contrasted the proposal with Democratic economic policies, claiming Republicans can fund the payments because of tariff revenue.

The Plan Would Cost More Than $1 Trillion

The scale of the proposal is enormous.

Fox News has reported that providing $5,000 to every adult American could cost more than $1.2 trillion.

That has raised immediate questions about whether tariff revenue would actually be sufficient to cover the payments.

Some Republicans have also questioned the proposal.

Several GOP lawmakers told Fox News Digital that Congress would need to approve such spending and asked where the money would come from. Others expressed opposition to sending another round of direct government checks.

Trump Cannot Send the Checks on His Own

Despite Trump’s repeated promise, the $5,000 payments are not currently approved.

Congress would need to authorize the spending before checks could be distributed. The president does not have unilateral authority to send more than $1 trillion in direct payments to Americans.

That makes the proposal both an economic plan and a major campaign pledge ahead of the November elections.

Economists Question Whether It Could Happen

Some economists have expressed skepticism.

Douglas Holtz-Eakin, a former director of the Congressional Budget Office, told Fox News Digital that he does not expect the checks to materialize, pointing both to congressional authority and the country’s growing federal debt.

He also argued that tariffs themselves can contribute to higher costs for businesses and consumers.

Tariffs at the Center of Trump’s Economic Message

Trump has made tariffs one of the central pillars of his economic agenda.

He argues that tariffs protect U.S. industries, bring manufacturing back to the United States and generate revenue that can be used for national priorities — including the proposed dividend.

Critics, however, argue that tariffs can also raise prices because importers often pass at least part of the additional cost on to consumers.

For Now, It Remains a Campaign Promise

Trump’s latest remarks make clear that he has not backed away from the $5,000 proposal.

But no law authorizing the payments has passed, no distribution system has been established, and significant questions remain over whether tariff revenue alone could finance such a large program.

For now, the proposal remains exactly that: a campaign pledge tied to Republican control of Congress after November’s elections.
