The leaders of Scotland, Wales and Northern Ireland are set to meet in Cardiff on Monday for a landmark summit focused on the constitutional future of the United Kingdom.
Scotland’s First Minister John Swinney, Welsh First Minister Rhun ap Iorwerth and Northern Ireland First Minister Michelle O’Neill are expected to sign a memorandum affirming the right of their nations to pursue independence and determine their own constitutional future. Sinn Féin President Mary Lou McDonald is also expected to participate in the meeting.
The agreement does not automatically authorize new independence referendums or mean that the United Kingdom is about to break apart. Instead, it is intended to establish a common political position that Scotland, Wales and Northern Ireland should be able to decide their own future democratically.
The summit is particularly significant because all three devolved governments are now led by parties that support, or are closely associated with, greater national self-determination.
Scotland has taken the most concrete steps toward another referendum. The Scottish government published a draft Independence Referendum Bill on August 28, proposing the same question used in 2014: whether Scotland should become an independent country. The bill cannot proceed until the Scottish Parliament receives the necessary legal powers from Westminster.
Swinney has also written to UK Prime Minister Andy Burnham, asking for talks on creating a legal mechanism that would allow Scotland to hold another referendum if there is sufficient democratic support.
The Cardiff summit is expected to cover other issues as well, including the economy, energy and relations with Europe, but the joint statement on self-determination is likely to attract the most attention.
The meeting represents one of the clearest coordinated challenges in recent years to Westminster’s control over constitutional referendums — while stopping well short of an immediate move to dissolve the United Kingdom.
